A Laurel County Correctional Center inmate died Saturday, according to Laurel County Jailer Jamie Mosley.
During a press conference Monday, Mosley talked about the death of inmate Cortney Beldon, 28, of Corbin.
Mosley offered a timeline of the last few days, and hours, of Beldon’s life.
Beldon was booked into the jail at 12:21 a.m. Sunday, March 3, charged with falsely obtaining a controlled substance without a prescription, Mosley said.
Just under six days later, at 10:58 p.m. Friday, a jail staff member discovered Beldon “in distress” during a routine cell check. Mosley said that at this point, jail staff alerted the jail’s medical department, staffed by contractor Southern Health Partners (SHP).
“During that point, I believe, that she became unresponsive,” Mosley said, adding that jail and SHP staff began CPR at that time. An ambulance was called, which arrived “within about three minutes of when we actually discovered her begin to go into distress,” Mosley said.
Beldon was transported to Saint Joseph London hospital about 11:22 p.m. Friday. She was pronounced dead there at midnight.
Mosley said Beldon had visited the jail’s medical department multiple times during her nearly six-day stay, but her complaints were “nothing that would be viewed as a serious health issue.” Mosley gave little indication of the precise nature of these complaints, citing obligations to patient privacy laws and sensitivity to ongoing investigations, but did say that when she was booked into the jail, Beldon had reported seeing an unnamed health care provider for back pain earlier that day. The most recent of her visits to the correctional center’s medical department was “less than 90 minutes” before the discovery of her condition, Mosley said.
Beldon was initially housed with other inmates but was moved to an observation cell on the first floor near medical facilities, Mosley said. When asked about Beldon’s state at the time of the cell check, Mosley reported that the jail staffer was “beginning to see her struggle somewhat, look to the side, and lean over.” Mosley also confirmed that Beldon had authorized prescription medications in the jail, but did not name them or say why Beldon was taking them.
Mosley said Beldon had been briefly jailed Feb. 12 in Laurel County but she was released the following day. That arrest was on charges of theft of property mislaid or delivered by mistake.
Mosley said the Laurel County Correctional Center is conducting an internal investigation of the incident. The Laurel County Sherrif’s Department is also investigating the incident.
